Citipost DSA Ltd now has both zonal and national agency agreements in place with Royal Mail. This means that organisations exempt from VAT, such as financial services and charities, can now benefit from downstream access services.
Legislation in the postal market states that all postal operators, except Royal Mail, must apply VAT at 17.5% to their postal charges, leaving VAT-exempt businesses with limited cost saving options. Previously, any VAT charged on mail services used, had to be taken as a cost.
With the new agreements in place, Citipost DSA can now offer these companies a full DSA service, where Citipost pays the VAT-exempt access charge to Royal Mail on the mailer’s behalf. This removes the need for two complex contracts providing VAT-exempt mailers with a more cost efficient and simpler solution. Under the new arrangements, VAT is not charged on the downstream access element of the service, though it is charged on the upstream element, where no Royal Mail facilities are accessed. This makes the price more competitive for VAT-exempt customers.
